- What do I need to submit for the issuance of a new passport?
You need to submit:
- A completed and signed application form;
- The previous passport or, for the first passport, another document proving Italian citizenship and a photo ID with a signature, whether Italian or foreign, and currently valid;
- A recent passport-sized photo;
- In case of loss/theft of a passport, the report filed with the nearest U.S. police station must also be submitted;
- Payment of the consular fee.
- Can I submit a passport application by mail?
No, you must book an appointment through Prenot@Mi and appear in person.
- Can consent for a minor child be expressed only in person?
Yes. The parent who is not present at the appointment must sign the relevant consent document. If the consenting parent is a citizen of the European Union, he or she can sign the document in person at the Consular Office or send it electronically (via certified electronic mail [PEC] or ordinary email) along with a copy of his or her identity document.
The signature of the parent who is NOT a citizen of the European Union can be authenticated in accordance with the current regulations by the official who personally receives the declaration from the applicant, after identifying the declarant, or through authentication by a foreign authority (in the United States, a notary public; in Italy, a questura [central police station]).
- What should be done if the other parent refuses consent for the issuance of a passport for a minor child?
In case the applicant is denied consent for the issuance of the minor child’s passport by the other parent, it is possible to obtain the passport with the authorization of the guardian judge. In such cases, to obtain the aforementioned authorization, the applicant submits a formal request to the competent guardian judge for the place of residence and/or domicile of the minor (or the individual subject to guardianship), explaining the reasons for the lack of consent and providing the contact details of the person denying consent. If the minor or the individual under guardianship is abroad, the aforementioned request is submitted to the head of the Consular Office. The Consular Office, exercising the functions of the guardian judge pursuant to articles 33 and 34 of Legislative Decree no. 71/2011, after conducting all necessary inquiries to ensure the protection of the minor, makes a decision authorizing or denying the issuance of the document.
- Can a woman have her spouse’s last name on the passport?
Upon explicit request, the spouse’s surname can be noted on page 4 of the passport, provided the marriage took place in Italy or was registered in the civil status registries in Italy if it took place abroad.
- Can Italian citizens born abroad who have never had an Italian passport apply?
Yes, if they have submitted their birth certificate to the Consular Office responsible for transmitting it for registration in the civil status registries of the relevant Italian municipality in the AIRE (for minors or those who have acquired Italian citizenship) or if the birth certificate is already registered in Italy.

- Is fingerprinting required?
It is required for all persons aged 12 and above, except for specific exceptions provided by law:
- In case of illness or permanent physical impairment adequately documented (e.g. medical certification issued by a local health authority, hospital facilities, etc.);
- In case of obvious physical impairment or malformation (medical certification is waived in this case).
