The declaration must be given in person at the Consular Office, before a public official authorized to carry-out the responsibilities of a Vital Records Officer.
If both parents have parental authority over the child, both parents must be present to submit the declaration.
If one parent is deceased or has not legally established parental affiliation, the declaration will be able to be submitted by the only parent legally recognized to have parentage rights.
The declaration for the acquisition of citizenship through this procedure is received by appointment only.
