Q. Can you clarify what they mean by “a copy of the ID of the bidder”?
A. A copy of the ID bidder: copy of the ID’s person who is filing the proposal.
Q. Can you clarify what is meant by “the signer’s identity document”?
A. The signer’s identity document: it is the identity document of the person who signs annex 1-2.
The ID can be a driving license.
Q. The Administrative Services Contract (Self-Funded Health Plans) will be signed in the USA and subject to USA laws. Does this mean that EU/Italian law will take precedence over USA law?
A. We confirm that the Italian law, regarding the bid regulation and the contract – in terms of health benefits – will take precedence over the USA law.
Q. The percentage of Rx rebates will impact pricing. For instance, if no rebates are provided in an offer yielding the lowest cost, what will happen if the Embassy later requests to add in rebates, thereby increasing pricing?
A. As required by the Italian Ministry of Health, only the economic offers related to the administrative costs will be evaluated in the tender. The rebates will not be formally part of the procurement but, once the tender is concluded, possible discussions and negotiations on rebates can take place between the contractor and the health insurer.
Q. Will a participating insurer in this bid be disqualified for not providing an administrative fee in the form of a percentage of paid claims? For example, an insurer may offer an administrative fee in the form of a fixed per employee per month.
A. As requested by the Italian Ministry of Health and stated in the invitation letter, the administrative fees have to be indicated as a percentage of the paid claims. Therefore, a participating insurer in this bid might be disqualified for not providing an administrative fee in the form of a percentage of paid claims. However, in case no other insurance companies make a proposal with a percentage rate, we will present the case to the Italian Ministry of Health in order to allow them eventually evaluating other proposals with fixed administrative costs.
